Lake in the Hills police released an account Friday of a police standoff and attempted suicide in the village Thursday evening.
The incident began when police responded to a call from a family member that a middle-aged man in the 200 block of Indian Trail was threatening suicide and had lots of guns. Officers said when the arrived the resident, clearly upset, refused to open the door and cranked up a stereo so he couldn't hear them anymore.
The LITH Emergency Response Team called to the site managed to talk with the man, determine that he'd already hurt himself and broke in to rescue him. Algonquin Lake in the Hills FPD paramedics treated the victim for a single gunshot wound and rushed him to Sherman Hospital.
Police said they found a handgun and three long guns in the residence.

Holiday Lights Winners Picked In LITH
Lake in the Hills Parks and Recreation Department announced the winners Friday of the villages' Holiday Lights Competition. A grueling Thursday evening inspection of entrants based on esthetics, excess and how late and cold it was getting produced winners both overall and in the Clark Griswold (over the top) categories.

Algonquin Senior Named to Air Force Academy
An Algonquin high school senior won an appointment to the U.S. Air Force Academy, the air version of West Point, according to announcement from Congressman Don Manzullo (R)16 Friday. Chosen was Rachel Doby, the daughter of David and Kathleen Doby of Algonquin.
Doby will graduate in June from Westminster Christian High School, Elgin, where she is a member of the National Honor Society, the Elgin Rotary Club Honor Roll and her school’s Student Athlete Honor Roll. Doby. She was named All-Conference in both soccer and basketball and was a sectional qualifier in Cross Country.

Grafton Trustees To Sign Township Checks
In a list of censurable actions last week the Grafton Township Board included claims Supervisor Linda Moore refused to pay bills and sign documents they'd approved so at another special board meeting Thursday they gave two of their own number the power to do so instead.In each dispute Moore has claimed she's just been trying to make sure all the T's were crossed and I's dotted but board members viewed the delays as obstruction. Over Moore's objections they gave Trustees Rob LaPorta and Betty Zirk the right to jointly sign township checks if the board votes a second OK. Other charges claimed Moore paid bills they'd forbidden so the Board also decided all future township checks will require either LaPorta or Zirk's countersignature.
Moore pointed out that in that case the township would have to purchase security bonds for the pair. "Has anyone gotten prices?" asked Moore.
No one had. "When we can't do it we'll know it's a problem," replied Gerry McMahon. "We don't care."
Moore argued with township attorney Keri-Lyn Krafthefer about whether the measure was legal. Krafthefer said "I'm very comfortable a court would uphold that."
In another resolution the board gave any trustee the right to sign township documents if Moore wouldn't provided it had a notation her refusal was the reason for the signature.
The board tabled a proposal to outfit the township offices with security cameras. McMahon said that was something they ought to research. The camera proposal connects to more charges last week that Township Clerk Dina Frigo's records have been compromised because "someone" has entered her office and taken files now missing.
Trustees approved the township and road district tax levies. Krafthefer said Moore was mistaken that a deadline had been missed since the statute she'd been relying on didn't apply.

Fines Mounting At Algonquin's Riverside Square
Fines for ordinance violations at Riverside Square could be as high as $96,000 today and still countring, according to Algonquin Community Development Director Russ Farnum. Farnum said the village slapped eight violations on AMCORE Bank, deedholder to the half-completed luxury condominium project Dec. 7, the day FEN inquired about a masonry contractor pullout at the site.
"We had told the bank we wanted a watertight envelope by the end of the year," said Farnum. "Once it became clear they weren't going to meet the deadline we issued the citations."
An AMCORE spokeswoman said Thursday she hadn't prepared a statement about the matter yet.
If the citations are upheld in administrative hearing each could involve a fine of from $25 to $1,000, possibly per day. "That's up to the hearing officer," said Farnum.
"We'd like to work with the bank--or a future owner--but we have to carry out our jobs and our duties," Farnum added.

LITH Teddy Bear Christmas
In 1907 J.W. Bratton wrote the music for something he called "The Teddy Bear Two-Step". Twenty five years later Jimmy Kennedy wrote some lyrics to go with it and called it "The Teddy Bear Picnic". Seventy seven years after that, Thursday to be exact, Lake in the Hills Parks and Recreation put on a Teddy Bear Christmas at Village Hall complete with cookies, cocoa and Santa. Pretty close. Franks Calls For Close On Legislator Pension Plan
McHenry County State Rep. Jack Franks (D)63, a vocal critic of the state's finances, has filed a bill to end the growth of one obligation the state faces, the burgeoning cost of legislators' pensions. Members of the General Assembly have a cushy pension plan and Franks wants to end new enrollments.
"The General Assembly is a part-time citizen legislature. I don’t know anyone else who works part-time and receives a pension," said Franks.
Frank's bill would close new legislator enrollments at the end of 2010. It would only apply to newly elected members because the Illinois Constitution doesn't allow an existing member’s pension to be taken away.
“Since 1999, retirement annuities for just the General Assembly Retirement System have doubled,” Franks said. "It no longer makes fiscal sense for part-time legislators to receive these lucrative pensions at the financial expense of our state.”

Sheriff's Substation To Up Algonquin Township Law Enforcement
McHenry County Sheriff Keith Nygren and Algonquin Township Highway Commissioner Bob Miller jointly cut the ribbon Wednesday to formally open the new Sheriff's substation at the Algonquin Township offices complex on Route 14, Crystal Lake."We won't necessarily have someone here 24/7" said Nygren. Rather, the substation will serve as an temporary interrogation, holding and staging location. That way the 3 to 5 deputies in the Southeast corner of the county can spend more time on patrol instead of driving suspects to and from Sheriff's headquarters in Woodstock.
"The complaint we get the most is we're too far from the Sheriff's Department," said Miller.
That's not technically Algonquin Township's problem. However, since the sheriff provides law-enforcement outside the villages (and for unincorporated islands within them, too) and the road district serves those same areas there seemed to be some congruency. The township contributed the use of a spare office it had inherited and the Sheriff's office kicked in $6,000 to spruce it up.
Miller said deputies buzzing unpredictably in and out of the substation will help safeguard the township's expensive rolling stock, too. "This gives us another level of security," he said.
Township Clerk and District One County Board Member Marc Munaretto said as the economic crunch hits local governments he expected to see more joint ventures like the substation. "The opportunity to leverage assets has never been more important," he said. "This is how to do more with less."

Sheriff's Race: Equal Time
On the same day Keith Nygren dedicated the county's new Sheriff's substation Primary opponent Zane Seipler held a fete in Woodstock to raise money to help defeat him.Seipler claims Nygren isn't around the county enough to do much sheriffing and charges lots of deputies are disaffected but afraid to say so.
Nygren fired Seipler last year but a federal arbitrator ruled a three- day suspension was all he deserved and ordered him reinstated. So far that's up in the air until the time for appeal runs out next month.

Sheriff Announces Weekend Traffic Spotcheck
Sheriff Keith Nygren announced the McHenry County Sheriff’s Office, Illinois State Police and the Crystal Lake PD will conduct a Roadside Safety Checkpoint on Route 14 in Crystal Lake on Saturday evening.
Nygren said the enforcement will focus on vehicle safety, safety belt use and impaired drivers, so motorists have plenty of warning that's probably not a good place to drive a beater drunk with seatbelts flapping this weekend.

Break Out The Skates, Gang, Ice's Up
Just in time for schools' Christmas Break, the area's cold snap has finally allowed creation of winter skating rinks. Algonquin, for instance, has three rinks set up. One's at at Cornish Park, another's at Willoughby Farms and there's a third at Holder Park. Huntley Residents Brainstorm Downtown Revitalization
Huntley residents built a revamped Downtown Tuesday. Seven, in fact, but only on paper. The shape of things to come was the central exercise in the latest of the village's Downtown Revitalization Plan workshops.An earlier workshop provided some guidelines, generally keep it quaint and human-scaled. However, as consultant John Houseal observed, Downtown Huntley faces a couple of inherent problems: It isn't very big and there's an awful lot of traffic roaring through the middle of it. "Should it grow?" asked Houseal. "When should it grow? How should it grow?"
Houseal and his staff split residents into seven teams with big Huntley maps and fistfuls of colored Magic Markers to see what they thought. After the amateur planners had kicked around problems and solutions for an hour a quick perusal found two common areas of intense scribbles. One, not surprisingly, was the intersection of Main and Route 47. The other was along Main Street between Downtown and the Huntley Village Hall and Huntley Library. There were a lot of notations on most of the maps.
Houseal said the exercise would give his planners plenty of guidance. "A week before Christmas when it's freezing and you get 40 people to come out, that's not bad. Not bad at all."

Hanson Road, Algonquin, To Reopen Monday
Algonquin Trustees held another Warp Factor 7 Board Meeting Tuesday to pay a few bills and take reports from department staffers.
Assistant Public Works Department Director Michele Zimmerman told the board Hanson Road is on schedule for its temporary re-opening Monday. Clement weather this Fall put the reconstruction project far enough ahead that planners decided it didn't have remain closed all winter after all.
Village Manager Bill Ganek said his people were busy trying to hold village expenditures for 2009-10 within actual receipts and make the 2010-11 budget come out right. Ganek said, for example, the latest village newsletter to residents will probably be the last paper one they'll ever get. He said putting it on the Internet would save the cost of production and postage.

Manzullo Blasts Terrorists Move To Illinois
The White House Tuesday announced it would go ahead with plans to move Guantanamo terrorists to an unused Illinois state prison near Savanna but Republican lawmakers vowed to block it.In a statement Congressman Don Manzullo (R)16 said the move would raise the risk of terrorism in Northern Illinois and recounted efforts to find out just how much.
“I received an in-depth briefing from the top architect of the plan – Phillip Carter from the Department of Defense (DoD) – who confirmed Thomson would become the largest concentration of incarcerated terrorists in the United States. Mr. Carter agreed with me there would be an increased security risk to northwest Illinois, but he had no way of estimating the extent of this threat."
"I sought more information from DoD, only to discover that Mr. Carter had immediately resigned a few days after he briefed me. DoD refused further briefings for 11 days, and I learned little new at a second briefing."
"Thursday, December 11, language was inserted into the ‘omnibus’ spending bill to keep any information on the issue ‘classified,’ available only to Members of Congress, who cannot share its contents."

IDOT Completes Route 47 Widening Acquisition
Widening Route 47 is beginning in Huntley right now. You just have to look closely to see it. Com Ed has laid out poles between Dean and Mill Streets to so it can begin relocating power lines. Randy's Cycle plans to move to its new digs in Union this week.
IDOT District 1 acquisitions chief John Fortmann confirmed Monday the state has secured all the village right of ways necessary for work to begin. "Well, there are a couple that need title approval, but it's 98 percent there," he said.
Fortmann said initial demolition work along the highway in Huntley was set to be placed for bids Jan. 12. "It takes 60 days out on bid" he said, "and 10 days to award the contracts."
"February's a short month. You'll see work start mid-Spring," said Fortmann. "Probably April."
Randy Weaver was packing Saturday getting ready to vacate his Huntley shop. Weaver said he had several reasons for leaving the village.
"The (traffic) congestion has been a deterrent," he said. "We just want to get out in the country."
"It's too expensive in town," said Weaver. And even if it weren't, the construction would cut into his sales. "It's going to impact all the business on this road," said Weaver. "For two years."
Down the street Narsing Reddy, manager at Huntley Auto Care, said he hadn't found a new location yet. Reddy said he hoped to stay in Huntley. "I have already made so many clients for my shop," he said.
Seven Huntley structures are slated for demolition but are already vacant. None really qualifies as a village landmark.
That's not the case with Huntley's iconic Dairy Mart. It's not slated for destruction but it'll lose all its front parking spaces.
Owner Steve Grechis plans to tough out the blow. "I never have enough parking during the summer, anyway. During the winter there's plenty."
Grechis said he was toying with a couple of ideas to cope with the parking loss and construction problems. More phone-ahead orders,for sure, he said. "If it gets too bad, I might even start doing deliveries."

Local Restaurateurs Open Newest Algonquin Location
Monday saw the opening of Algonquin's newest business, The Thirsty Whale in Algonquin Commons. The enterprise fits Algonquin Community Development Director Russ Farnum's thesis that local entrepreneurs will lead the area's recovery. Huntley's Niko Kanakaris and Lake in the Hill's Frank Prokos are the restaurant's partners."Sure I'm local," said Kanakaris for whom the Thirsty Whale marks his fourth current restaurant. "I graduated from Algonquin high school. I've been here 22 years."
The Thirsty Whale is located in the former location of the Red Star Tavern which shut its doors last year. The Red Star was part of a small national chain featuring "upscale comfort food" that expanded rapidly, hit some rough spots and finally imploded."We're a sports bar and restaurant with reasonable prices," said Kanakaris trying to figure out how much to charge for a Jagerbomb. That's kind of a New Age Boilermaker with bitters and caffeine. "Which glass are we using?"
Monday wasn't the Thirsty Whale's grand opening, just its opening. "We'll have a Grand Opening," said Prokos. "We just don't know when yet."
The Thirsty whale is next to Connie's Pizza across from Cheeseburger in Paradise.
District 300 To Ready $6 Million Contingency Cuts
The District 300 Board of Education Monday approved a plan to prepare $6 million in stepped contingency cuts from next year's budget in case the State of Illinois descends into financial Doomsday.
Board President Joe Stevens painted a gloomy picture of the state's finances leading to possible bankruptcy until he was reminded the state isn't allowed to go bankrupt. "Well, I don't want to be around to see the taxes to pay for it," he said.
Finance Officer Cheryl Crates said the district needed to be ready for the worst in preparing its budget. She said she was worried, "in mid-Spring (2011) we may get a Dear John note from the state saying, 'We're sorry but we don't have the money.'"
Superintendant Ken Arndt disputed newspaper and blog speculation the district's financial worries were a smokescreen for a plan to ask for more taxes. "We are not going to have a referendum," he said.
Nor would after-school activities be held hostage. "We're not going to take away the extracurriculars," said Arndt.
Even so, money's tight at Distct 300. The board agonized for half an hour over spending $40,000 for design plans to revamp the kitchens at four schools. Updating the kitchens would cost $600,000 but the financing is decidedly iffy. Members worried kitchen design money would be largely down the drain if funding didn't show up.
Crates detailed how repairs come out of the operating budget rather than the capital one and the board voted ("reluctantly"--Stevens, "very reluctantly"--Monica Clark) to approve preparing the kitchen plans.
The board also wrestled with when to start the next school year which educators would like to begin in mid-August. Feedback from residents planning summer vacations has been largely negative. "This is the only topic I've ever been approached about in church," said Stevens.
Member Chris Stanton said the proposed early start was only out of sync for grade school parents. "This looks like a college schedule," he said.

Jesus Ocampo, age 34, of 343 Joslyn, Elgin, was arrested for driving while license revoked and cited for disobeying a traffic signal, no proof of insurance, and unlawful use of registration plates. Mr. Ocampo posted bond and was released with a court date of January 8, 2010 at 8:30 a.m. at McHenry County jail.

Bike Rack Competition To Promote ECO-Algonquin
The Village of Algonquin is combining elements of its long-running public arts program and its new ECO-Algonquin Environmental Action Planin a competition to design village bicycle racks. The village wants to promote more bicycle riding which means more bicycle parking and wouldn't it be nice if the parking looked nice?
Indeed, there are two different design competitions. One is for dressing up a standard u-shaped bike rack. The other involves building a better mousetrap starting from first principles. In either case, the the racks have to be buildable, workable and pretty low-maintenace to boot. Assistant Village Manager Jenna Kollings said whichever designs are chosen, they'll be produced in the village's Public Works Department.
Winners even get money. The best purely decorative rack will win a $250 stipend. The best blank-sheet design will earn a $2,000 stipend.
The contest is open until Feb. 1 and there are, naturally, lots of rules. For example, the bike racks have to be recognizably bike racks. Rules and entry forms are here:

Heart To Heart Distribution Aids 68 Local Families
More than two dozen volunteers had to be quick on their feet or be mowed down by a laden cart at Hearts of Gold's Lake in the Hills distribution center Saturday morning.The group toted more than two hundred boxes of food and 75 bags of clothing and toys out to cars and vans for afternoon "Heart To Heart" distribution to 68 families in Algonquin and Lake in the Hills.
Heineman Middle School "adopted" 16 of those families but 10 more were adopted by Associated Agencies, DS&P Insurance, Taylor Stevens Spa, Village of Algonquin Staff, Professional Women of Illinois and Joy Community Church. Eight individual local families adopted another thirteen families in need.Those with small children received personal visits from Santa. "It's just what you'd expect," said Tim (Santa) Barry. "Their eyes glow."
Spokeswoman Kathy Anderson said this year's Giving Tree donations were generous but the times are tough. She described a modern-day Grapes of Wrath Joad family living all together in a studio apartment, their car broken down and no money to fix it. The Cratchit family Christmas Carol part, according to Anderson, was "The mother said, 'At least we still have each other.'"
"A Night In Bethlehem" Features Live Nativity
Scraps of staw on the sidewalk at Faith Community Church, Huntley, were a clue that Saturday's "A Night In Bethlehem" live Nativity really meant live, even if a llama had to go on as the camel's understudy.
An interactive marketplace featured a toy shop, bakery, rope maker, sandal maker and spice shop. Some of the exhibits like grinding flax and wheat were very "hands on"; Noah Drzal and A.J. Loicano had a really interesting beat/counterbeat percussion rhythm going for a while.
Omnibus Bill To Expand Local Intellectually Disabled Program
The Senate is set to vote today on a massive $447 billion Omnibus Appropriations bill before Congress' Holiday recess. The measure is stuffed with funds for local projects around the country.
Locally, besides the Rakow Road widening, Congressman Don Manzullo's office reports the bill includes $100,000 to help expand a McHenry County program that helps autistic students so they can support themselves as adults. The money's for the Pathways Program at the Special Education District of McHenry County (SEDOM) and McHenry County College for young adults 18 to 21 with intellectual disabilities.
Manzullo said the Pathways program is money well-spent. "It is a small investment compared to the government funds that would be needed to support this population if they are unable to live independently and develop the necessary skills to support themselves,” he said.

Obituary
Billie L. Larocco, 90, of Lake in the Hills was interred at Windridge Cemetery, Cary, Saturday after her death Wednesday in Barrington.
She was born May 22, 1919, in Chicago, the daughter of Emil and Leona F. Munson and married the late Nick Larocco in 1946. Once a semi-pro women's baseball player, she became a seamstress, notably at the Fabric Shop, Crystal Lake.
She is survived by her children, Douglas "Rocky" (Laura) of Bozeman, MT; Billie Jeanne "Bea" of Eleva, WI, and twins Bruce "Moose" (Beth) and Kurt (Marge) Larocco of Lake in the Hills.
Other survivors include grandchildren Tim (Cami) Engle, Tonya (Charles) McCullum, Jennifer (Nick) Schloesser, Braxton, Katie and Nick Larocco, Jason and Elizabeth Radtke, Eric Sterkel, Autumn (Spencer) Sterkel-Archer, Shawna Sterkel and Christine (Rick) Harbeck and her sister Jan Brocerick of Hudson, FL.
Services were at the Willow Funeral Home, Algonquin. Memorials may be directed to Monarch Hospice, McHenry, or St. Jude Children's Hospital.
