Two months ago with a population of 25,525 the Village of Huntley claimed Home Rule status. However, in this week's draft budget the sharp eye notes calculations based on a population of 23,221. Where'd everybody go? Are they filming the Twilight Zone today?
Huntley's Secretary of State-certified official population is 23,221 and those 2,304 extra residents last summer? It turns out they only existed in a column of numbers someone added up wrong in Springfield.
Rewind to the start: People poured into Huntley at an astonishing rate in the past decade and, quite apart from boasting rights, it's important to know how many. The state doles out a lot of tax money (income, motor fuel, etc.) on a per-capita basis so municipalities want to claim as many capitas as they can.
By last year Huntley's planners figured on the basis of new building permits another 7,000 or so people had settled there since the village's 2005 special census so they commissioned another one.
"In June we got a letter saying our population was 25,525," said Village Manager Dave Johnson Friday. "We thought we'd only gotten to 23 (thousand)."
Cue a flurry of phone calls downstate trying to find out if that number was really right to which, Johnson said, the answer was always, "Yes."
As it happened that new figure was 524 people higher than the magic number needed to claim Home Rule. That classification would allow the village some additional governance powers so the Board claimed it in September.
"Lo and behold, the answer came back (from the Secretary of State) saying that the number we had been using all along was the right one," said Johnson.
So what happened? Who dropped the ball? The U.S. Census Bureau's Pat Paytas said it wasn't they. "Our numbers haven't changed," she said.
A string of people at the Illinois Secretary of State's office said theirs hadn't either. Head head-counter Lissa Richno said, "I don't know where they got that number."
Johnson said he does. He has a two page-long a list of people he called trying to figure out what happened. He said his search boils down to this: "They (the Secretary of State) counted a couple of (census) blocks twice," and then caught the error. At least some people caught the error, according to Johnson. "There are still two offices using the 25,000 number," he said.
Trustee Paul Mercer was philosophical about the imbroglio. "We didn't actually lose anything," Mercer said. "We still have the higher population, just not 25,000."

"Supermix" Helps Groom Algonquin Township Roads
Snow trucks were out clearing Algonquin Township's 72 miles of roads Friday morning. The light snow called for a lot of the Road District's custom-blended "Supermix" deicer. Its secret ingredient is the gunk left over from beet sugar refining.Highway Commissioner Bob Miller said the liquid additive makes salt last longer and work faster. Best of all he said, it it creates a non-stick coating on pavement so new snow won't bind to it. "It gives us a head start on the next storm," Miller said.

Drop-In Childcare Comes To LITH
Lake in the Hills' newest business open just this week came from a stay-at-home Mom's frustration. The business is a drop-in childcare center called Sprouts About. After 12 years of Mommying, "I realized something like this needed to be around. For me," said Director Laura Hopkins.Grandma needs some chicken broth. Dad has the impulse for a romantic dinner. "So many times I could have used something like this and I thought, 'Why isn't there a place like that?'" said Hopkins. She even did an Internet search to find one, she said, but never did.
Eventually Hopkins decided she'd start one herself. "I found the Department of Children and Family Services site," said Hopkins. DCFS licenses daycare centers. "There were 137 pages of rules which was very intimidating. So I dropped it," she said.
But the idea kept coming back. "It was like I kept getting these messages." So she did another search. Among the results was a woman in Ohio who'd likewise hit on the idea of drop-in childcare with four such centers.
"I found my consultant. The second time, up she popped," said Hopkins.
Even with a path to follow Hopkins said creating Sprouts About wasn't easy. But an accommodating landlord did the buildout for her and Hubby did the extensive electrical and computer wiring. Friends donated piles of toys and games.
It was the intimidating DCFS that delayed the center's planned opening from September until now. "It took forever to get my certification," said Hopkins.
For an annual $25 membership Moms (or Dads) can leave the kids at Sprouts About for an hourly fee that varies with age and potty skills Monday through Saturday from 7:30 am to 10 pm, 11 pm Fridays and Saturdays.
What about Sunday? "We're closed. I needed a day myself," Hopkins said.

LITH 2010 Budget Calls For Salary, Hiring Freezes
Lake in the Hills' 2010 proposed budget revealed this week starts off with the village's General Fund $400,000 in the red and even at that depends on no salary increases for the coming year. That means union workers whose contracts call for increases, too.
"It is my goal to reach out to the employees that are covered under collective bargaining agreements and seek the necessary concessions," said Village Administrator Gerald Sagona in the budget overview.
Sagona said Thursday he didn't see any other choice. "We believe the residents in the community are going through a tough time," he said.
The village's $14.8 million 2010 General Fund budget would be down from last year's planned $16.8 million, cut back twice as revenues dropped in the Great Recession. Besides a general salary freeze it would halt new hires, including replacements. Sagona said the empty slots would cut village employment back to the level of five years ago.
Meanwhile, even with the stock market's partial recovery, the village faces increased payments of 11 percent of gross wages into the state municipal pension fund. That would be up from 9.7 percent this year.
The budget assumes a negligible increase in sales tax revenue from 2009's depressed level and a meager one percent boost in the village's share of the state income tax which took a nosedive this year. LITH revenue from development has been on a prolonged downswing since 2006 and the draft budget forecasts only a slight increase next year.
In the absence of new construction the village's real estate tax base is expected to drop 1.2 percent so the budget calls for in increase in the village real estate tax rate from about .639 cents to .674 cents per $100 valuation. Looking for perspective, the overview reports that would be a $1.94 per month increase on a $250,000 home and says the rate would still be almost one third lower than it was 19 years ago.
A printed copy of LITH's 2010 draft budget is available at Village Hall. It hasn't been posted on the village website yet but that will come soon, according to Sagona. A public hearing is set Tuesday, Dec. 8 at 7:15pm.

D158 Tries To Perfect High School Drug Screens
District 158's Board of Education Thursday wrestled with ways to game-proof the district's planned random drug-screening program for Huntley High athletes and students in other extra-curricular activities.
Assistant Superintendant Terry Awrey said district staffers had been working on the plan for months examining similar programs throughout the country trying to cover every eventuality. The result, however, left some board members confused as they tried to balance fairness, legality and effectiveness all at once.
At particular issue was a proposed "opt-out" document requiring any student not involved in extra-curricular activities to submit to a mandatory urine-screening before he could take one up later.
"For some kids this is going to be so invasive they're not going to do extra-curricular activities," said Member Kim Skaja.
Awery said it was to prevent a student called for a random test he'd likely fail from dropping the activity until his system was clean again and rejoining the fun.
Another problem centered on what lawyers call "fruit of the poisoned tree": could a failed drug test become entwined with regular student discipline issues? Wording was tweaked to try to keep the two separate and the plan was passed for action in two weeks.
Member Mike Skala said, "I guarantee you we're going to have a loophole some kid's going to exploit."
Board President Shawn Green said it was important to get the screening plan right. "We're kind of clearing a path for others to follow," he said.
Awrey also presented the Board a proposed schedule for the 2010-11 school year with an August 25 open. He said teachers wanted an early start to allow extra time before critical state testing.

Huntley 2010 Budget Provides Local Economic Overview
The Village of Huntley's draft 2010 budget posted this week outlines conditions in Huntley itself but it also offers some of the first quantifications of the Great Recession's effects on the area in general.
"Huntley’s economy is relatively healthy," concludes the budget's intro. "Over the last three years, the Village has seen over $57 million dollars in new commercial construction project investment."
In lucky Huntley,"through October 2009, the Village issued 59 new single-family detached permits and 6 single-family attached (townhomes) permits for a total of 65 units."
The problem is, that's a 46 percent drop from last year, itself off 47 percent from the year before.
By way of context, the report adds, "The 'sub-prime' housing collapse combined now with the unemployment impacts have left at least 225 homes currently in some stage of foreclosure." according to the summary.
The housing collapse left Huntley about $185,000 short of cash expected from housing permits in 2009.

"Huntley’s economy is relatively healthy," concludes the budget's intro. "Over the last three years, the Village has seen over $57 million dollars in new commercial construction project investment."
In lucky Huntley,"through October 2009, the Village issued 59 new single-family detached permits and 6 single-family attached (townhomes) permits for a total of 65 units."
The problem is, that's a 46 percent drop from last year, itself off 47 percent from the year before.
By way of context, the report adds, "The 'sub-prime' housing collapse combined now with the unemployment impacts have left at least 225 homes currently in some stage of foreclosure." according to the summary.
The housing collapse left Huntley about $185,000 short of cash expected from housing permits in 2009.

Problems with H1N1 flu vaccine production have delayed seasonal flu vaccines but the McHenry County Department of Health received a "limited supply" of the latter this week. Wednesday the Department announced an appointment-only seasonal flu clinic for adults and children 9 and older at its Woodstock headquarters Monday, Dec. 21.
Separately, The Illinois Department of Public Health announced Wednesday it's shipped another 200,000 doses of H1N1 vaccines to "downstate" areas including McHenry County and ordered even more.

McHenry County Bans Video Gambling (In Unincorporated Areas)
The McHenry County Board joined a growing swell of opposition to video gambling in Illinois Tuesday banning video slot machines from the county's unincorporated areas. Meanwhile the state's racetrack owners said if no one else wants them they'd like to have them.The Board voted 13 to 10 to ban the machines. District 6's Randy Donley, Union, abstained on the advice of Board counsel since his family owns a restaurant that could theoretically install the machines.
District 1's Marc Munaretto, Algonquin, offered the Board a chance to postpone a showdown on video gambling in McHenry County until next March. Since the state Gaming Board won't be able to come up with rules to operate the machines for as much as a year Munaretto said there wasn't any hurry and waiting would allow the Board to gather more information.
District 3's Barb Wheeler, Crystal Lake, said there was no time like the present. "I don't care if we wait three months or six months or a year. There isn't going to be any 'new' information on this," she said.
Munaretto's postponement fell by the same 13 to 10 margin as the subsequent ban.
Cook, Lake and Dupage counties have already enacted their own video gambling bans and Kane County plans to look at one next Monday. At last report , roughly 40 Illinois municipalities have "opted out" of the state's plan for revenue from the machines to help finance a $31 billion plan for more roads and schools.
District 4's John Hammerand, Wonder Lake, offered an analysis of opposition to video slots after Tuesday's vote. "When they gave us casinos what we wanted was inconsequential. When they gave us Lotto they imposed it on us. This is the first chance we've had to vote on gambling,"
he said.
Only 44 McHenry county businesses would have been eligible to install video slots and far fewer likely would have. (Scroll down for earlier story.)
As the Board was banning as much new gambling as it could, operators of Illinois' five ailing horse racing tracks proposed a plan to install video slots at their locations. They said that would make up for any revenue lost from all of the county and municipal bans, and give their profit-challenged businesses a boost. Governor Pat Quinn said he'd "take a look" at the idea.
In another development Tuesday the state's Commission on Government Forecasting and Accountability said all the bans so far won't have much impact on the state's projected take from video slots. However, the group's chief analyst said if they keep accumulating they might.
Grafton Township Gives Excess Coats To Church Drive
Sometimes you can have too much of a good thing. As, for instance, coats donated to the Grafton Township Coat Drive for folks caught in the economic downturn. So far, more coats have turned up than people who need them so Supervisor Linda Moore checked with Huntley's Faith Community Church Children's Coat Drive to see if they could use some of them. The answer was, you bet and thank you very much.Meanwhile there's still a heckuva lot of coats at the township offices. Algonquin's Hanson Road To Reopen In Three Weeks
In a lightning session that saw formal approval for moving a medical office, opening a chiropractor's office and giving a housing developer more time to develop his housing, the Algonquin Board of Trustees heard welcome news for local motorists Tuesday. Public Works Director Bob Mitchard said the village's Hanson Road reconstruction is so far ahead of schedule it will probably reopen just before Christmas.
Hanson has been closed since August so the village could use stimulus funds to dig up the crumbling thoroughfare and rebuild it so it won't happen again. The process, however, has shut down the village's main access into a several West Side neighborhoods and chopped in half two of the village's major east-west arteries. It also eliminated a semi- handy way to skip clogged Route 31 and Randall Road.
Mitchard said despite October's heavy rains November's dry spell and clement temperatures have put reconstruction so far ahead of schedule the village plans to reopen Hanson Dec. 21. "Maybe even sooner," Mitchard said, "but I'm not going to push (the contractor) on that, they've done such great work."
"This is a gift from the Weatherman," said a visibly pleased Village President John Schmitt. The project got off to a late start while state planners dithered over funding and the original schedule had called for Hanson to remain closed throughout the winter.
Even with the planned reopening Hanson will have to shut down again in the Spring. Only about half of the road has been rebuilt yet and a bike path and lots of detail work remains to be done even on that.

Workers Haul Off Huntley Chevrolet Equipment
There isn't much left of Huntley Chevrolet but the floor and walls now as workers from an auto superstore in Minnesota stripped the failed car dealership Tuesday.Keith McKinsey, owner of Sonju Superstore near Duluth said, he'd bought all of Huntley Chev's furnishings and equipment from the dealership's bank. "The one's who fail are the playboys who think you can go golfing five days a week," he said. "These days you practically have to live at your dealership. At least I do," he added.
There are more than half a dozen lawsuits involving Huntley Chevrolet on the Kane County Circuit Court docket. Most of them are scheduled for a status check Dec. 22.

Salesman Says County Video Gaming Would Be Small Potatoes
Unless they can find a way to duck it again the McHenry County Board is scheduled to vote today on banning video slot machines from bars and restaurants in the county's unincorporated areas. A salesman for the machines told FEN Monday, however, there aren't as many of those ready to put in the machines as board members may think.
Last month the board refused to waive a waiting period to vote on banning the machines, part of a state scheme to finance a host of capital projects including Algonquin's Route 31 Bypass and Huntley's Route 47 widening. Entertainers, Rolling Meadows, has been canvassing those 44 businesses in hopes of renting them video slot machines whenever the Illinois Gaming Board finally comes up with rules to allow them. He said his best guess is that only about 25 of them would even consider putting in the $12,000 to $20,000 gambling machines.
Looking over the list of candidate businesses McSwain struck off the five golf and hunt clubs. "Those are seasonal and the machines probably wouldn't pay for themselves there, anyway," he said.
About a dozen other locations are upscale or family restaurants where the video machines just wouldn't fit in. "There's one steak house. I told the owner I could make the machines look really nice for him," McSwain said. "He said he didn't care. He didn't want them."

McSwain said, not surprisingly, he was against a McHenry County video gambling ban. He said there was enough potential business to make a difference for him but added, "I'd like to tell the Board everybody's going to put five machines in and there's a lot of money at stake for the county. But that's just not the way it is."
Separately, State Rep. Jack Franks said Monday a poll he'd commissioned of 1,000 McHenry County households found 83 percent wanted a referendum on banning video slots from the county and 61 percent thought it was a lousy way to raise money in the first place.

More Opposition To County Mental Health Building Expansion
An informational meeting Monday to dispel "inaccuracies and misperceptions" about the McHenry County Mental Health Board's plans for a $4 million building expansion instead revealed new opposition to the plan.The McHenry County Board last month set aside but didn't formally approve almost one quarter of the county's federal building stimulus bond allocation for the expansion. However, since then the Mental Health Board's largest service agency, Pioneer Center for the county's mentally ill and disabled, has fought a rearguard action to stop it saying recent service cutbacks make bricks and mortar a bad idea.
Pioneer Center officials have been the only ones to publicly oppose the plan but they've said other agencies agree but have been afraid to antagonize the board that doles out so much of their funding.
At Monday's meeting at McHenry Community College Derik Morefield, President of the McHenry County Youth Service Bureau, lent support to that idea, saying the board's building plan wasn't justified "while support for services is being cut back and eliminated."
"This represents a 'want' not a 'need'," said Morefield.
Executive Director Sandy Lewis said the Mental Health Board and its staff have simply outgrown their 8,000 square-foot headquarters in Crystal Lake. Board Treasurer Lee Ellis said if money wasn't used to build a 20,000 square-foot expansion nextdoor it would just be eaten up by rental for space somewhere else.
Lewis said between cutrate stimulus financing and the depressed construction sector the Mental Health Board could get more for their money building now instead of waiting 'till later.
Nevertheless, ex-State Representative Rosemary Kurtz, one of the backers of the 1969 referendum that created the Mental Health Board said, "we had no idea the money would go into buildings. I would ask the County Board members to reconsider their vote."

Top MCC Speech Team Performs Fundraiser Thursday
McHenry County College's Speech Team will present a Fall Showcase of literature, informative and impromptu speeches Thursday to raise money to compete at the National Speech Tournament next Spring. The team has had a winning record in three regular tournaments this year.At Kishwaukee Community College's Corn Classic tourney two weeks ago, for instance, Beth Chapuis of Huntley won Dramatic Interpretation with top speaker point ratings. Joe Cusumano, Lake In The Hills, placed third in Informative Speaking.
Last year, MCC’s Forensics Team took home a bronze award and three individual students won one gold and two bronze awards at the National Tournament in Portland, Oregon.

Christmas Hits High Gear Saturday
Saturday is the day Christmas officially breaks out all over Algonquin, Lake in the Hills and Huntley.From 4 to 5 pm Algonquin will hold its annual Holidays On The Fox at Riverfront Park. On tap is a candy cane hunt, tree lighting, visit from Santa, cookies and cocoa to the accompaniment of Dundee-Crown's jazz ensemble and choral group. There's no rain date set for this one. "Rain or shine," reads the announcement.
Lake in the Hills' 8th annual Festival of Trees will kick off with the traditional Santa Ride-In. Santa and Mrs. Claus will arrive by fire truck at 5 pm to perform the tree-lighting ceremony. Spectators can “vote” for their favorite tree by placing non-perishable household items under it. The trees will remain on display through December 25 to allow plenty of time to “vote”. All items collected will be donated to the Lake in the Hills/Algonquin and the Grafton Township food pantries.
Meanwhile Huntley's Second Annual Christmas On The Square will be underway. From 1 to 7 pm the Friends of the Libary will have a book sale at the Old Village Hall. From 2 to 7 vendors will sell holiday wares at the Kris Kringle Market--on the Square if the weather's decent, in the Legion Hall if it isn't. Likewise from 2 to 7 the village will offer free hayrides.
From 3 to 7 the Park District will offer Kids' Crafts and the Library will feature Christmas stories in Old Village Hall. At 4 Christmas carolers will sing from the Gazebo.
Santa and the Tree Lighting are set for 4:45 followed by James Richardson pics with Santa at the Gazebo from 5 to 7. Proceeds from the pics will be donated to the Turning Point shelter.

Althoff, Tryon Call Town Meeting In Huntley
In the 482-page Illinois State Budget for 2010 there's $126,000 appropriated for "Awards and Premiums for Grand Circuit Horse Racing at the Illinois State Fairgrounds". That's a pittance in a $58.9 billion budget but FEN offers it as a springboard for discussion next Wednesday, Dec. 9, when State Sen. Pam Althoff (R-Crystal Lake) and State Rep. Mike Tryon host a town meeting in Huntley.
“Listening to constituents about their concerns is very important to us. Knowing where our constituents stand on issues is vital to helping us to make the right decisions when faced with tough choices down in Springfield,” said Tryon.
The two will present a brief legislative update, but will mostly seek opinions and questions from members of their community.
“These meetings have been very productive in the past and are an excellent opportunity for us to meet with constituents and address their questions and concerns,” said Althoff.
The town meeting will be from 7 to 9 pm Wednesday at Huntley Village Hall. A similar town meeting is set the next evening in Crystal Lake.

Holiday Help For Harried Parents
Centegra's Health Bridge Fitness Center, Huntley, will provide extra holiday fun during an Aces and Aquatics Holiday Camp Dec. 28 through 31. While parents recover from holiday festivities, kids ages 7 to 13 will enjoy the multi-sports camp.
From 9:30 am to noon Monday through Thursday, kids will participate in tennis and swim instruction led by tennis professionals and certified swim instructors. Participants will also enjoy an hour of gym time each day, make new friends and have fun along the way.
To register, the number is 815-444-2900. Cost for the Aces and Aquatics Holiday Camp is $75 for premiere members, $85 for classic members and $95 for community members. Health Bridge membership is not required.
Meanwhile The Lake in the Hills Parks & Recreation Department will offer its FuntastiCAMP - winter break style. It runs from 7 am until 6 pm Dec. 21 through 28. That involves, activities, sports, and local field trips. Registration is first-come, first-served and space is limited with a deadline of Dec. 11, 2009. Enrollment can be done at 847-960-7460.

The winner of the Best Overall Display and the Clark Griswold Award (see: National Lampoon's Christmas Vacation) will each receive a gift certificate to an area restaurant.
