Illinois Governor Pat Quinn said he'll sign the state's first capital spending plan in ten years Monday but he and lawmakers remain deadlocked on the state's operating budget well into the second week of the new fiscal year. His latest plan is to postpone a final decision again and run the state on a temporary budget for the next five months.
Senator Pamela Althoff said she might be open to the idea, depending on details the governor might reveal Monday when he signs the capital plan. Representative Mike Tryon said he wants to settle the budget now.
"A five-month budget might allow us to work and collaborate on cuts and reforms in a thoughtful manner and, if need be, even consider an income tax increase," said Althoff. One question Althoff would like answered is on which budget a temporary measure would be based; last year's budget or Quinn's plans for the coming year which already include an income tax increase.
Tryon said he'd like a one-year budget and he'd like it now. "We have a spending problem," he said. "We can cut 10 percent now and spend the entire next year looking at reform."
Althoff admitted the Legislature hasn't done a very good job this year trying to come up with a balanced budget. She blamed efforts early this year to force out disgraced governor Rod Blagojevich but said from March through May "We should have been taking a lot more pointed action."
Althoff complained her party was cut out of the legislative loop, though. "They didn't even invite Republicans to a single meeting until the last two weeks," she said.
Democratic representative Jack Franks was unavailable for comment Friday, reportedly so deep in the wilds of Canada his cell phone wasn't working.

Club Pro Instructs The Younger Set
"I've done a lot of junior clinics," said Golf Club of Illinois PGA Pro J. Anderson, "and what I've noticed is a lot of kids just don't have the kind of coordination they ought to these days." That, he said, is what prompted him to begin Parent and Child golf classes for kids 4 to 8 like the one that began Friday at the course.Anderson said things have changed since he was a youngster growing up in West Virginia. "We'd go out and play football, baseball or hunt something. My daddy used to say, 'You won't catch any fish in the living room.' Now, let's face it, what kids do most is..." and here Anderson thrusts his hands before himself madly wiggling his thumbs in imitation of a child either operating a game controller or texting on a Blackberry. Maybe both.
Anderson's class Friday drew 20 area youngsters and their parents for a first session of safety instruction, familiarization and fun physical drills. Later meetings will concentrate on putting, chipping, and the complete swing. "We need to get children interested in sports in general," Anderson said. "Any kind of sports, although golf in particular would be nice."

Monday: Capital Plan But No Budget

It’s taken a decade, but Gov. Pat Quinn said that come Monday, the state would have a major infrastructure program in place to help spur the economy and send people back to work.
Downstate legislators who met with the governor Thursday afternoon in the Executive Mansion expressed bittersweet sentiments: The governor would sign the long-awaited public works program to send laborers and others back to work, but thousands of other public employees and the people they serve are on the brink of losing their jobs and their access to critical aid. That's because the governor and the legislature still haven’t enacted a balanced operating budget, despite a new fiscal year that started July 1.
The General Assembly is scheduled to return to the capital city Tuesday, about the same time the comptroller’s office needs to process checks so the first round of state employees would get paid on time. The governor, facing doubt about whether he can persuade more legislators to support an income tax increase to fill what he says is a $9.2 billion budget deficit, said he would consider Plan B, even if that includes a temporary spending plan.
“I’m open to anything that gets us moving in a positive direction, whatever it takes,” Quinn said. That could include a five-month budget so he could continue to lobby for an income tax increase.
After the legislature in May overwhelmingly approved the first major infrastructure program in a decade, Quinn said he wouldn’t sign the package into law until he received a balanced operating budget on his desk. With little consensus on how to balance a severely out-of-whack budget, the capital program remained in limbo and jeopardized federal matching funds.
The governor said Thursday he would sign the capital program into law on Monday. He previously said on May 31 that the lack of an operating budget would hurt the state’s bond rating, making it more expensive to borrow money.

4th of July Traffic Tie Up Concerns Huntley Board
Thursday's Huntley Board of Trustees meeting was full of fireworks but not the political kind. Rather, the fireworks were the 4th of July sort which trustees agreed were fine this year but whose aftermath was a major traffic snarl.
"We just sat there for an hour," said Trustee Pam Fender. "I said, 'What's the point of breathing exhaust fumes?' We weren't going to go anywhere."
Village Manager Dave Johnson reported he'd already begun planning for better traffic control at next year's fireworks display. "We've got some ideas we're going to be looking at to help move people out of there."
Several trustees suggested "dusk" when the display begins might be moved forward from this year's 9:35 p.m. "When's it going to start?" was a common crowd comment they said.
Johnson replied that would be something to take up with the fireworks contractor whoever that turns out to be next year. This was the final year for the village's agreement with Mad Bomber Fireworks Productions he said.

Rockin Rotary Ribfest Ready in LITH
Lake in the Hills Rotarians skipped work Wednesday to labor through the day and drizzle to prepare for their fourth annual Rockin Rotary Ribfest opening this afternoon at 4:30 at Sunset Park.Newly-installed President Steve Swanson said, "We've got some really great bands this year and the car show will be really great. We've got a lot of cars this year. I just hope the weather holds for us." The ribfest is the major fundraiser for the local business and professional service group.
The Ribfest will run from 4:30 to 10:30 PM, today; 4:30 to 11 PM Friday; 11:30 AM to 11 PM Saturday and 11:30 to 7 PM Sunday.
Serving up ribs and other carniveral comestibles will be seven different grillers and barbecuers from around the country, not to mention several concessionaires featuring funnel cakes, waffles and other high-calorie delights.
Eleven different bands will play over the Ribfest's four-day run. Down Pour and Libido Funk Circus will play today. Hey Jimmy and Catfight on on Friday's schedule.Saturday will feature Little Nashville, Goin' South, Elevation and Starship. The groups Rendition, Brooke Barrettsmith and Superchick ("They're a huge attraction," said Swanson) will headline the final day.
The popular car show is set for Saturday from noon to 3 p.m.
Admission to Rockin Rotary Ribfest is $5 each day except for children under 12 who enter free. Parking at the fest is free.

Madigan Bows Out--Twice

Political hopefuls and Statehouse insiders waited for the day when Illinois Attorney General Lisa Madigan would decide whether she would run for governor or for the state’s second U.S. Senate seat in 2010. Wednesday she surprised most of them by saying, “Neither.”
Citing her family and her feeling that there is still “plenty to do” in her current position, she said she decided to seek a third term as attorney general, setting off a chain reaction of political decisions leading up to the election season.“I know that for now, the best way for me to continue serving the people of Illinois is to continue doing the job that I love,” Madigan said in announcement.
She cited her work targeting predatory lending practices, lifetime supervision of sex offenders, utility rates, hospital bills for uninsured patients and public access to information.
Her decision to seek another term ripples throughout state and national politics, particularly because it comes shortly after a trip to Washington, D.C. She met with President Barack Obama and reportedly discussed a potential bid for his former U.S. Senate seat.
Madigan was seen as a strong candidate to ensure that it remained in Democratic hands, given that U.S. Sen. Roland Burris’ abbreviated term has been clouded by his controversial appointment by embattled former Gov. Rod Blagojevich.

State to Lay Off Thousands

Gov. Pat Quinn said about 2,600 layoffs are needed to help reduce state spending by $1 billion. At the same time he outlined the cuts in Chicago Tuesday, Quinn also vetoed another portion of the state budget. He said the General Assembly sent him a spending plan that “just spends too much money.”
“I think the best way to operate with the budget that I was given by the General Assembly a week ago is to veto it in its entirety because it doesn't cut spending as it should,” he said in a Chicago news conference. He later added: “We're not playing tennis here. We're playing with people's lives.”
Quinn vetoed House Bill 2145, which authorized $3.8 billion in spending on state operations, because it didn't follow the principle of shared sacrifice, he said. “There were too many instances of entities getting the same budget they did the year before or a very modest reduction, where others are taking very painful cuts. I don't believe that that's fair, and I don't think the people, the taxpayers of Illinois think that's fair.”
Of his $1 billion in cuts, he proposed 12 furlough days, or unpaid days off, for all state employees, including unionized workers and those in the executive and legislative branches. The 2,600 layoffs would spread across all state agencies. He said the furlough days would save about $108 million. Without them, he would seek an additional 2,500 layoffs.
The list of cuts proposed by the governor also would include:
$150 million - Moving Medicaid patients to managed care health plans so they have medical "homes" and reducing IllinoisCares Rx, a prescription drug program started by former Gov. Rod Blagojevich.
$250 million - Reducing grants to local agencies, local governments and programs by 10 percent across most state agencies, except the Department of Veterans' Affairs.
$175 million - Maintaining last year's funding levels for education, while preserving the investment needed to secure all federal stimulus dollars.
$125 million - Laying off about 1,000 Department of Corrections employees and possibly closing some prisons (he previously mentioned letting non-violent criminal offenders out of jail early).
$100 million - Requiring all state agencies to reserve some spending for an even rainier day.
$25 million - Reducing spending in other state offices and departments not under the governor's control.
“We're all in this together,” Quinn said. “So whether you're the governor of Illinois or a member of the legislature or somewhere in the state bureaucracy, we have to cut costs, cut costs, cut costs.”
But a large chunk of the governor's cuts would require negotiations with public employee unions, which would mean reopening active labor contracts to implement furlough days and to reconsider pay raises scheduled for this year. Quinn said those raises account for about $125 million.
The dramatic cuts are nothing new to many legislators. The governor has been making similar warnings since the spring legislative session. However, some Republican lawmakers said they're still waiting for the governor to act on other types of reforms before they'll consider a tax increase, which Quinn maintains is the other major way to avoid such deep budget cuts.

Algonquin Grand Reserve Streets To Be Finished
Algonquin's Board of Trustees Tuesday approved repair and completion for crumbling streets in the village's Grand Reserve subdivision. Public Works Director Bob Mitchard said work would likely begin in "about a month" as soon as the contractor completes other work.The subdivision planned around Eineke Boulevard and Harnish Drive for "55 and older" residents failed to meet expectations and its developer, Grand Pointe Homes, West Dundee, was forced into bankruptcy. Streets in the area were never covered with a wear surface and the base layer began to deteriorate.
A letter of credit for the subdivision was out of the reach of Grand Pointe's creditors and village manager Bill Ganek said the village will draw against it to pay for Grand Reserve's unfinished public improvements. Besides street paving Ganek said the $566,000 project will included sidewalks, curbing and a bike path.
Low bid for the project was $116,000 below estimate. That was "a little less than we could have called on," said Ganek. "If we don't use it all, we'll turn it back to the bank."
County Behavioral Services To Take $6.7 million Cut
McHenry County Mental Health Board Director Sandy Lewis warned the county board Tuesday that projected state budget cuts will result in a $6.75 million loss in funding for county behavioral health care services. She said the cuts would impact 20 programs across 15 associated agencies affecting 6,800 persons and families.
"In all my years I've never seen it this bad in social services," she said.
Hardest hit would be funding for Family Health Service and Community Mental Health Center headquartered in McHenry with an estimated $1.9 million loss, according to Lewis. Pioneer Center, Crystal Lake, was likely to suffer $1.7 million cuts, Lewis reported.
Centegra Specialty Hospital, Woodstock, was expected to lose $500,000 in state funding and the McHenry County Youth Service Bureau, Woodstock, $300,000.
"We don't have the resources to replace all of that loss," said Lewis. The Mental Health Board's budget totaled $14.5 million last year.
Board member Paula Yensen, director of the Central Kane County United Way, said, "It's a very difficult time for families. It's a state of crisis as I see it."
Board member Tina Hill, legislative assistant to Rep. Mike Tryon said, "I get dozens of calls a day and some of them are sobbing."
Lewis said agencies planned to counter the cuts with staff layoffs and reduced hours but estimated those would only amount to about $800,000 for the remaining fiscal year.
McHenry County Undersheriff Gene Lowery said the cuts in mental health services would actually drive up costs in other areas. Without intervention and support he said, "it usually ends up in the hands of the police. Sooner or later they're going to end up in jail."
Lewis estimated services in mental health would take the biggest hit, losing $4.5 million in funding. Developmental disabilities were expected to lose $1.3 million. Substance abuse programs would suffer $450,000 in cuts and domestic violence programs $250,000.
Board Chairman Ken Koehler observed that McHenry County itself is under financial pressure from falling revenues but said, "We'll find a way to pull up our bootstraps."

Grafton Township Returns $3.5 Million
The Grafton Township Board in special meeting Tuesday night at the Huntley Congregational Church agreed to give back to the bank $3.5 million that was to pay for a new township office building.Under temporary injunction preventing construction, trustees unanimously voted to accept a Harris Bank offer to take back the money plus about $145,000 interest in exchange for debt certificates the township had issued.
With no prospect for quick resolution of a legal battle over whether new offices should be built at all the township found itself paying $430 interest per day on money for which it had no use. Township Attorney Joe Gottemoller commented, "This stops the bleeding, so to speak."
Interest was about to come due, he said, paying which might violate the injunction. A ruling on that couldn't be had because the presiding judge is on vacation. Gottemoller said Harris Bank officials offered to solve the problem by, essentially, cancelling the debt certificate sale altogether.
Trustee Rob Laporta said returning the money wasn't the end of plans for new township offices at Haligus Road and Grafton Farms Drive, though. "When the litigation's over we'll get a new loan," he said, adding he'd been assured the project was also in line for "new federal money" from the county's recently-approved stimulus bond program.
In an interview before the vote Supervisor Linda Moore said she still still sees no need for the new building. A group of similarly-minded township residents are seeking a permanent injunction arguing the board failed to follow proper procedure to authorize construction.

New LITH Restaurant To Open Soon, Honest
"The best things are worth waiting for," said Mark Hoffmann explaining why he hasn't opened Moretti's Ristorante and Pizzeria at the former Governor's Pub in Lake in the Hills yet. "I was just going to change the name and open the doors but then I realized once we opened we couldn't do all the things we wanted to do."Hoffmann said he'd planned to open the new restaurant at the end of May but changed his mind to to customize the facility. Included were things like chucking Governor's microbrewery in favor of expanded seating, adding a pair of patios for 150 al fresco diners, installing 25 giant plasma TV's to follow sports channels and building a second kitchen for carryout and delivery orders only. "It was a good deal (getting Governor's) but we've had to put a lot of work and money into giving Moretti's its own personality," said Hoffman.
The opening date now? "I'm projecting the end of July," Hoffman said. "Probably."
The Lake in the Hills Moretti's is the latest in the 35-restaurant Ala Carte Entertainment chain in Schaumburg begun by Hoffman's father in 1969. "I've been waiting for an opportunity to have a premier location in Lake in the Hills on Randall Road," Hoffmann said. "Governor's was the perfect size and location."
Hoffmann describes Moretti's as a Swiss army knife of restaurants. "It's an Italian restaurant and pizzeria and a sports bar and a banquet facility. With carryout and delivery and curbside pickup." In broader terms, though, Hoffmann says he plans a family restaurant in early evening morphing into a nighttime entertainment destination past 10 PM. "Life after dinner is a big part of the Moretti's experience," Hoffmann said.
Carryout and delivery also figure prominently in Hoffman's plans, however. He's added a multi-station phone room to the complex to be run by a separate manager.
Hoffmann said he expects to hire a staff of 100 for the new Moretti's.

Huntley Home Wins Award
Of the dozen historic Huntley homes recently given the village's new Pride in Preservation awards, observers agreed one stood out for particular acclamation. Kevin and Dawn Ellison's home they said was notable not only for how well it had been restored but also for how close it had come to being lost altogether.The Ellison residence at Main and Lincoln is the last two-story brick residence left in Huntley, an ironic distinction since its Dutch Colonial style with gambrel roofs derives from old tax regulations that classified such houses as single-story.
Built in 1906 as the home of Washington P. Whittemore, Huntley Constable and Magistrate, it later became the parsonage of Lutheran minister Louis Baumgartner, then the residence of his daughter. By 1998 the home had become seriously dilapidated and had been unoccupied for three years.
"My grandparents lived next-door," said Dawn Ellison, "so I knew the house. I told my real estate agent, 'If it ever comes on the market, buy it for me.' So I bought it."
"I came home and told Kevin, 'I bought a house'.
"'Oh, which one,' he said and I told him."
"'Oh, S***', is what I said," added Kevin.
"I remember going to school and my friends said 'You're not going to live in that old haunted place are you?' added daughter Katy Ellison.
Restoring the residence required a family undertaking. "There was me and Kevin," said Dawn. "And my Mom and my Dad. And my aunt and uncle. And my brother."
"We bought it in May and moved in in September," said Kevin. "We worked every day, seven days a week. The neighbors were great and let us work way late in the night when we should have stopped."
The restoration required carting off 4 giant dumpster loads of accumulated rubbish, a new roof and complete plaster repair.
"The plaster estimator said, 'That'll cost $40,000 and you'll take care of all the little cracks, Mrs. Ellison,'" Dawn remembers. "We decided to use drywall."
"But then none of the trim fit," said Kevin. "We had to fir it all out to make it work again."
The trim all had to be stripped of course. "There were just coats and coats of varnish," said dawn. "We didn't really know what we were in for."
The house required a new roof, a new furnace and new wiring. The Ellisons added a few custom touches, too. While the structure's stained glass windows look original Dawn made them herself. "It's my hobby," she said.
The Ellisons are so pleased with the restoration they said they'd do it again except for one difference:
"Not with her," said Kevin smiling.
"And not with him," Dawn laughed.
